How do I get my cat to lose weight?

So my cat is a female brown tabby & she’s 5 years old & weighs about 17 pounds. We’ve tried lessening her food portions by a bit, limiting her meals, getting one of those feeders that give the cat food at a certain time, etc. but none of it’s worked. When we first adopted her from the animal shelter, she was 2 years old & weighed about 12 pounds. And she keeps fluctuating in weight. Like, we’ll put her on a certain "diet" like the ones I listed above, & after a week she’ll drop 1 or 2 poundsbu after a while, she’ll gain back the pounds she lost, or somewhere close to it. And I don’t know what to do. So what’s a safe, effective way to help my cat lose weight?
